【摘要】:Thisisaguidetodevelopingfirehazardassessmentsforrailtransportationvehicles.Ithasbeenwrittentoassistprofessionals,includingfiresafetyengineers,whowishtoassessthefiresafetyofrailtransportationvehicles,duringoraftertheirdesign(seealso).Thisguideisnotinitselfafirehazardassessmentnordoesitprovideacceptancecriteria;thus,itcannotbeusedforregulation.Hazardassessmentisaprocessthatresultsinanestimateofthepotentialseverityofthefiresthatcandevelopunderdefinedscenarios,oncedefinedincidentshaveoccurred.Hazardassessmentdoesnotaddressthelikelihoodofafireoccurring.Hazardassessmentisbasedonthepremisethatanignitionhasoccurred,consistentwithaspecifiedscenario,andthatpotentialoutcomesofthescenariocanbereliablyestimated.Consistentwith,thisguideprovidesmethodstoevaluatewhetherparticularrailpassengerdesignsprovideanequalorgreaterleveloffiresafetywhencomparedtodesignsdevelopedbasedonthetraditionalapplicablefire-test-responsecharacteristicapproachescurrentlywidelyusedinthisindustry.Suchapproacheshavetypicallybeenbasedonprescriptivetestmethodologies.Thefollowingareexamplesofsuchlistsofprescriptivetests:therequirementsbytheFederalRailroadAdministration(FRA),theformerguidelinesoftheFRA,therequirementsofNFPA130,andtherecommendedpracticesoftheFederalTransitAdministration(FTA).Selectiveuseofpartsofthemethodologyinthisguideandofindividualfire-test-responsecharacteristicsfrom(oranyothersetoftests)doesnotsatisfythefiresafetyobjectivesofthisguideorofthetable.Thisguideshallbeusedinitsentiretytodevelopafirehazardassessmentforrailtransportationvehiclesortoaidinthedesignofsuchvehicles.Thisguideincludesandappliesacceptedandclearlydefinedfiresafetyengineeringtechniquesandmethodsconsistentwithbothexisting,traditionalprescriptivecodesandstandardsandperformancebasedfirecodesandstandardsunderdevelopmentthroughouttheworld.Thisguideprovidesrecommendedmethodstomitigatepotentialdamagefromfiresinrailtransportationvehicles,byassessingthecomparativefirehazardofparticularproducts,assemblies,systemsoroveralldesignsintendedforuseinrailtransportationvehicles.Suchmethodscouldincludechangestothematerials,components,products,assemblies,orsystemsinvolvedintheconstructionoftherailtransportationvehicleorchangesinthedesignfeaturesofthevehicle,includingthenumberandlocationofautomaticallyactivatedfiresafetydevicespresent(seeforfurtherdetails).Thisguideisintended,amongotherthings,tobeofassistancetopersonneladdressingissuesassociatedwiththefollowingareas.Designandspecificationofrailtransportationvehicles.Fabricationofrailtransportationvehicles.Supplyofassemblies,subassemblies,andcomponentmaterials,foruseinrailtransportationvehicles.Operationofrailtransportationvehicles.Provisionofasafeenvironmentforalloccupantsofarailtransportationvehicle.Thetechniquesprovidedinthisguidearebasedonspecificassumptionsintermsofrailtransportationvehicledesigns,constructionandfirescenarios.Thesetechniquescanbeusedtoprovideaquantitativemeasureofthefirehazardsfromaspecifiedsetoffireconditions,involvingspecificmaterials,products,orassemblies.Suchanassessmentcannotbereliedupontopredictthehazardofactualfires,whichinvolveconditions,orvehicledesigns,otherthanthoseassumedintheanalysis.Inparticular,thefirehazardmaybeaffectedbytheanticipatedusepatternofthevehicle.Thisguidecanbeusedtoanalyzetheestimatedfireperformanceofthevehiclespecifiedunderdefinedspecificfirescenarios.
