【摘要】:Thisstandardaddressestheexchangeofvitaldataaboutpublicsafetyandemergencymanagementissuesinvolvedintransportation-relatedevents,throughcommonincidentmanagementmessagesets.ThemessagesetsspecifiedareconsistentwiththeNationalIntelligentTransportationSystemsArchitectureandaredescribedusingAbstractSyntaxNotationOne("ASN.1"or"ASN")syntax.Thisstandardcomprisesthebasicvolumeofthefamilyofincidentmanagementstandards,amulti-volumesetofdocumentscenteredaroundthisBaseStandard.Othermembersofthatfamilyincludethreeothercompanionvolumes,specifyingincidentmanagementmessagesetsfortransportation-management-relateddataexchangeandhazardous-material-andcargo-relateddataexchange,etc.Collectively,thatfamilyofstandardsshallbereferredtoasthe"1512FamilyofStandards."Thegoalofthatfamilyofstandardsistosupportefficientcommunicationforthereal-time,interagencymanagementoftransportationrelatedevents.Thoseeventsincludeincidents,emergencies,accidents,plannedroadwayclosures,specialevents,anddisasterscausedbyhumansornaturalevents.Thoseeventsincludeanysucheventthatimpactstransportationsystemsorthatcausesareporttobereceivedbyanemergencymanagementsystem,whetherornottheeventactuallyaffectsatransportationsystemandwhetherornotaresponseisrequired.
